Innovation is a product of the interaction between necessity and chance, order and disorder, continuity and discontinuity. Innovation is the result not only of the planned allocation of resources to meet some predetermined clear objective, but also of some difficult to predict or duplicate redundancy, chance, uncertainty, or even chaos. It is not unusual to discover information and knowledge born of the development process that did not sequentially follow the innovators' original intent.

با این توصیف می توان آسان تر تفاوت در میزان نوآوری جوامع و ساختارهای مختلف را بررسی کرد. مثل تفاوت میزان نوآوری انسان هایی که در جوامعی کاملا منظم و پر چهارچوب زندگی می کنند و انسان هایی که در جوامع آشفته و بی نظم زندگی می کنند.
